===== Bugs =====
  - Refresh in locale editing could cause out of memory error
  - Default for new locale is "Use original string"
  - Locale strings in REPORT ERROR were not picked up
  - Shortcuts were not exported in the EXPORT action
  - Tab order was ignored for reference attributes represented as drop downs
  - Prompted queries for reports didn't work
  - References represented as drop downs didn't work in form-in-form editing
  - READ protection was not handled properly for form-in-form-editing
  - "Text-area" references in search forms are now displayed as text boxes
  - Filter button and other tools were not displayed for Add References operation

  - LOCALE function
  - Form-based queries and queries with prompts are supported in "add references" operation
  - PICK FROM now supports form-based queries
